DCPU, LDV conducts one day orientation cum training program

ROING, Nov 23: A one day orientation cum training programme on ‘Juvenile Justice Act- 2015 and Amendment Act 2021, Protection of Children from Sexual Offence Act 2012 and Amendment Act 2019 and Adoption Regulations 2022’ was conducted by the District Child Protection Unit (DCPU), LDV here today.

The programme was graced by Assistant Commissioner (UT) Mamta Yadav, DD (ICDS) -cum-DCPO G A Perying, stakeholders from Health and Police departments, representatives from ABK Roing unit, CDPOs, Childline, Special Adoption Agency (SAA), One Stop Centre (OSC), ICDS Roing, Mahila Shakti Kendra (MSK), CWC members, DLSA, Child Care Institution (CCI) and AMYAA NGO.

Speaking on the occasion, the Asstt Commissioner stressed on the importance of Child in need of care and protection (CNCP) and Child in Conflict with Law (CCL) and briefed about the prevailing laws on POCSO and Juvenile Justice Act 2015.

DD (ICDS)-cum-DCPO highlighted the need and importance of child related legislations and adoption regulations.

Attending as resource person, adv Bahe Mikrow informed about Juvenile Justice Act-2015, Amendment Act-2021 and dwelt on general principles of care and protection of children, importance of Juvenile Justice Board and the power and function of its members.

Stating that there is only one observation home for juveniles at Pasighat, he said that the Special Juvenile Police Unit (SJPU) should produce the victim within 24 hour before the magistrate. He also informed that there should be at least 20 sittings and inspection should be done by the CWC members twice in a month at the designated CCIs to know the “condition of children”.

Another resource person, adv Rukmini Linggi gave a presentation on POCSO Act 2012 thoroughly, discussing the procedure on how the cases should be tackled after such cases are registered.

She informed that legal aid, compensation and assistance shall be provided by DLSA on the recommendation of CWC board members. She added that interim compensation may be applied for at court after an FIR and medical reports are submitted.

Social worker (SAA, Roing), Koj Sunku spoke on Adoption Regulations 2022 and Specialised Adoption Agency creating awareness on adoption and its importance, procedure, structures, legal adoption procedure and surrender of child.

She informed that illegal adoption is punishable, as per the JJA 2021. (DIPRO)
