Itanagar, Feb 12: The State Institute of Rural Development & Panchayati Raj (SIRD & PR) has commenced a three-day Block Level Foundation-cum-Functional Training Programme at the ADC Conference Hall, Tali in Kra Daadi district.
The training, being held for the first time at the block level in Tali, covers Gram Panchayat segments under Tali East, Tali West, and Pipsorang blocks. The initiative aims to strengthen grassroots governance and enhance the institutional capacity of Panchayati Raj Institution (PRI) representatives.
The programme was inaugurated by Tali East ZPM Rughu Tama. In his address, he urged PRI members, including Gram Panchayat Chairpersons (GPCs), Gram Panchayat Members (GPMs), and other functionaries, to ensure proper conduct of Gram Sabha meetings, maintain close coordination with line departments, and focus on creating durable community assets in every Gram Panchayat segment. He emphasized regular Gram Sabha meetings, identification of genuine beneficiaries, and effective coordination with Member Secretaries and departmental officials.
Additional Deputy Commissioner (HQ)-cum-District Panchayat Development Officer (DPDO) Rido Tarak congratulated the newly elected PRI representatives of the three blocks, including GPCs, GPMs, and grassroots functionaries such as ASHA and Anganwadi workers, and SHG Federation members. He encouraged them to work collectively towards grassroots development and efficient service delivery.
Highlighting the powers entrusted to PRIs under the XI Schedule of the Panchayati Raj Act and the 73rd Constitutional Amendment, he motivated participants to actively engage in planning and implementation of programmes for social and economic development.
Course Director (SIRD&PR) Tamar Baki provided an overview of the Panchayati Raj system, its constitutional provisions, and the role of standing committees. He also conducted sessions on the People’s Plan Campaign–Gram Panchayat Development Plan (GPDP), participatory planning, Localized Sustainable Development Goals (LSDGs), and the nine thematic areas essential for holistic rural development.
The training is being facilitated by resource persons from the Departments of Health, Rural Development, ICDS, Arunachal Pradesh State Rural Livelihoods Mission (ArSRLM), District Panchayat Resource Centre Kra Daadi, Public Health Engineering & Water Supply, and other allied departments to ensure a comprehensive, multi-sectoral approach to capacity building.
