ITANAGAR, Feb 15: A one day training programme on ‘Tax Deduction at Source (TDS) /Tax Collection at Source (TCS) provisions of Income Tax, SNA Sparsh and Monthly Progress Report (MPR) of Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA)’ for all DDOs of Govt Colleges, Govt Polytechnic Colleges, DC Office ICR, SCERT, Higher Education, Secondary Education and Elementary Education was conducted by the Directorate of Higher and Technical Education (DHTE) at its conference hall here on Friday.
The event was organized in collaboration with the Directorate of Accounts, GoAP and Income Tax Office, Itanagar, Ministry of Finance and Revenue, Govt of India.
Inaugurating the programme, Dr Milorai Modi, Director Higher and Technical Education, emphasizing on Income Tax Deduction provisions, urged the DDOs to take due diligence while deducting taxes from the sources. He requested the participants to take full advantage of the programme.
During the technical session I, Deepak Kr Sharma (Income Tax Officer) gave an in-depth deliberation on Income Tax and its various provisions. Highlighting various sections of TDS and TCS, he said that proper deduction and collection of taxes in time is required to avoid future complicacies and penalties.
The ITO also stated that any country in the world is running and managing its economy from the taxes collected. Timely deduction and collection of taxes and its reports ensure a smooth and systematic financial management of a nation. Queries raised by the DDOs were clarified by the resource person.
In the technical session II, Kaling Ratan (Treasury Officer-cum-Cyber Treasury Officer) briefed the participants about the cyber treasury. He stated that there is not so difference between physical bills and cyber bills. The practice is the same except that in cyber treasury payments are to be made on digital mode only.
B C Borah, Jt Director (IT), NIC, Itanagar and Somu Nath, System Manager, Directorate of Accounts and Treasuries (GoAP), elaborated the importance of SNA Sparsh Account and its mode of operation.
All the Centrally Sponsored Schemes have to mandatorily make the payment through SNA Sparsh mode only. The main motto of the SNA Sparsh is to curb the unnecessary parking of funds in state treasury for a long time thereby hampering the developmental activities, they stated.
Under SNA Sparsh mode, all the bills are checked via Cyber Treasury only. Funds are released to State Govt. by the Ministry in the form of Mother Sanction to make the payment just in time. Hence, the implementing agencies are to take care while raising bills for payment, they added.
In the technical session III, Minto Ete, Deputy Director (Higher Education)-cum-State Nodal Officer, PM USHA, Arunachal Pradesh, briefed about the importance of MPR of the ongoing projects under PM USHA. The MPR is an important tool to monitor the financial and physical progress of the ongoing projects. “The mother sanction is issued to the State by the Ministry as per the MPR and utilization certificates submitted. Hence, monthly uploading of data and filling up of information in the PM USHA portal is mandatory for getting subsequent mother sanction from the Ministry,” he stated.
