A&VD files PIL alleging irregularities in CMCSRDP Road Project at Daporijo

Itanagar, Feb 18: The Aware & Vigilante Daporijo (A&VD) has filed a Public Interest Litigation (PIL) against the Executive Engineer of PWD Daporijo Division, alleging major irregularities in the execution of a township road project under the Chief Minister Comprehensive State Road Development Plan (CMCSRDP).

Addressing reporters at Arunachal Press Club here on Wednesday, A&VD chairman Mamar Nilling said the state government has sanctioned approximately Rs 41.25 crore under CMCSRDP 2025 (Stage-II) for development works at Daporijo, the headquarters of Upper Subansiri district.

He stated that a Notice Inviting Tender (NIT) floated on April 29, 2025, estimated Rs 41.21 crore for construction of 7 km of cement concrete (CC) pavement and 1 km of interlocking pavement. Questioning the estimate, Nilling asked how such a substantial amount could be allocated for just 8 km of road pavement.

He said the organisation had earlier approached the Executive Engineer, the Deputy Commissioner of Upper Subansiri, the Chief Engineer, PWD Central Zone (A), and the State Anti-Corruption Bureau seeking clarification, but alleged that no response has been received.

The organisation has also urged the Chief Engineer not to issue a Letter of Credit (LOC) for the work titled “C/o Improvement of District HQ Road at Daporijo,” awarded to M/s NT Agency. A&VD informed that PIL No. 3/2026 has been filed in the matter and the case is currently sub-judice. Nilling cautioned that issuing the LOC during pendency of the case could amount to contempt of court.

Highlighting alleged discrepancies, he claimed that no embankment, Granular Sub Base (GSB), or Water Bound Macadam (WBM) works were executed prior to laying the CC pavement, contrary to DPR provisions.

The organisation also questioned discrepancies in transportation distances mentioned in the DPR and raised objections to a reported Rs 30 lakh provision for retaining walls along a stretch passing through plain township terrain.

The PWD authorities have yet to respond to the allegations.
