ITANAGAR, Feb 24: The Arunachal Pradesh Elementary Teachers’ Association (AAPETA) in reminder letter to the Commissioner (Education), has reiterated plea for the implementation of the speaking order of the Gauhati High Court in writ petition No.294 (AP)/2019 dated 29.08.2019, which seeks modification of the rule 3(2) of the government notification no. EED.2/428/2014 dated 3rd February 2016 that the post of head teacher should not be a promotional one.
Claiming that the physical file of the matter approved by the then Secretary Education on September 25, 2019 with directions to prepare the recruitment rules (RRs) and refer the proposed RRs to the Administrative Reforms Department for further examination and necessary modification has been stuck in the department at Civil Secretariat with no further action.
“Owing to the prolonged delay and in view of the inaction on the part of the concerned authorities, AAPETA filed a writ petition before the High Court, which later disposed off the case on August 29, 2019 and directed implementation of the order within a period of two months,” the Association said, adding that modification would not only align with statutory intent but would also serve as a strong motivational factor for teachers serving in Govt Primary and Upper Primary Schools.
