Khandu Cabinet approves key reforms; launches Pakke Declaration Report

Itanagar, Mar 2: The State Cabinet, headed by Chief Minister Pema Khandu, in its meeting held on Monday approved a series of major proposals aimed at strengthening governance, enhancing transparency, improving public services and supporting employee welfare across departments.

The Cabinet approved the Draft Arunachal Pradesh Press Accreditation Rules, 2025, aimed at streamlining accreditation of journalists and media professionals, emphasizing transparency, professional standards, ethical practices, and modernized frameworks.

The Council of Ministers approved the creation of 15 posts under the Arunachal Pradesh Finance & Accounts Service cadre — including five Senior Finance & Accounts Officers (SFAO) and 10 Finance & Accounts Officers (FAO)/Treasury Officers (TO) — in the Department of Finance, Planning & Investment to augment financial administration.

It also approved upgradation of Grade Pay for the post of Charge-man in the Civil Aviation Department and granted pay parity to Inspectors (JICS/JACS and SICS/SACS) in the Cooperation Department, based on recommendations of the High-Level Standing Committee on Pay Anomalies.

Recruitment Rules for the post of Deputy Drugs Controller (Group-A, Non-Ministerial) and Senior Food Safety Officer (Group-A, Gazetted, Non-Ministerial) under the Health & Family Welfare Department were also notified to strengthen the State’s drug regulatory and food safety framework in line with the Food Safety and Standards Act, 2006 and the 7th Central Pay Commission.

A one-time relaxation in the Recruitment Rules for Superintending Engineer (2014) in the Power Department was approved to address pressing administrative requirements.

In a landmark decision, the Cabinet cleared five major education-related agendas, marking a significant step toward reforming the State’s education system.

Approval was granted to place before the forthcoming Assembly session (beginning March 6) the Arunachal Pradesh Transfer and Posting of Employees of Education Department (Regulation & Management) Bill, 2026, which seeks to replace the existing policy-based transfer system with a law-backed, uniform and technology-enabled mechanism through a fully automated Teachers’ Registry Portal.

Recruitment Rules for Physical Education Teachers (PETs) under the Department of Secondary Education were approved to ensure transparent recruitment and systematic deployment in government schools.

In line with the National Education Policy, the Cabinet approved granting Professorship to government college teachers under the Career Advancement Scheme of UGC Regulations, 2018, to promote research excellence and academic quality. It also approved amendments to the Recruitment Rules for the post of Principal of Government Colleges to align with UGC Regulations, 2018.

Further, in a significant move to ensure merit-based access, the Cabinet amended the reservation policy for allotment of Diploma, PCM, PCB and allied seats. The earlier 20% reservation for non-APST candidates has been de-reserved and converted into an open merit quota, while 80% seats will continue to remain reserved for APST candidates.

The Cabinet also launched the Implementation Report-2025 of the Pakke Declaration on Climate Change Resilience & Responsive Arunachal Pradesh.

Adopted on November 13, 2021, the ‘Pakke Tiger Reserve–2047 Declaration on Climate Change Resilient and Responsive Arunachal Pradesh’ outlines 75 climate-resilient strategies under five ‘Panch-Dhara’ domains, aligned with India’s Nationally Determined Contributions (NDCs), the Paris Agreement (2015), the Sustainable Development Goals 2030 and the Sendai Framework for Disaster Risk Reduction.

The report stated that out of 410 action lines identified across 23 departments (including Environment, Water Supply, Agriculture, Horticulture, Disaster Management, Tourism, Urban Development, Transport, Health, Forestry, Fisheries, Hydropower etc), 246 have been completed, 70 are ongoing and 94 are in the initiation stage. As many as 68 of the 75 strategies have been achieved, with a total investment of Rs 802.6 crore mobilised so far.

Reiterating its commitment to good governance, the Government affirmed that the reforms will strengthen administrative efficiency, human resource development and transparent service delivery for the welfare of the people.
