Budget session of Assembly to begin on March 6

Itanagar, Mar 3: The Budget session of Arunachal Pradesh Legislative Assembly will commence on March 6 next in the Legislative Assembly chamber here. The session will continue till March 12 with five sittings, official sources said on Tuesday.

Deputy Chief Minister Chowna Mein, who also holds the Finance portfolio, will present the Budget Estimates for the financial year 2026-27 on March 10. The Budget will be taken up for discussion and passing on March 11, sources said.

Among key legislative business, seven important government bills are scheduled to be introduced on the opening day. These include the Arunachal Pradesh Local Authorities (Prohibition of Defection) (Amendment) Bill, 2026; the Arunachal Pradesh Teachers’ Transfer and Posting (Regulation and Management) Bill, 2026; and the Arunachal Pradesh Fire & Emergency Services Bill, 2026.

The House will also witness tabling of an amendment bill aimed at revising the salaries, allowances and pension of the Members of the Legislative Assembly on the very first day of the session.

Other proposed legislations include the Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2026; the Arunachal Pradesh Urban and Country Planning (Amendment) Bill, 2026; and the Arunachal Pradesh Fiscal Responsibility and Budget Management (Amendment) Bill, 2026.

BAC finalizes agenda

Meanwhile, State Assembly Speaker Tesam Pongte Tutsa on Tuesday chaired the 6th sitting of the Business Advisory Committee (BAC) of the 8th Arunachal Pradesh Legislative Assembly to finalize the agenda for the ensuing Budget session, scheduled to be held from March 6 to 12.

Members reviewed government business and other legislative matters to ensure smooth and effective conduct of proceedings during the session. The meeting was attended by Parliamentary Affairs Minister Pasang Dorjee Sona, Deputy Speaker Kardo Nyigyor, and members Kumar Waii, Thangwang Wangham, Nikh Kamin and Oken Tayeng.

Earlier in the day, the 2nd sitting of the Rules Committee was also held under the chairmanship of the Speaker. The Committee discussed proposed amendments to the Comprehensive Study Book of Rules of Procedure and Conduct of Business relating to various Assembly Committees.

After detailed deliberations, the amendments were adopted to enhance clarity and efficiency in legislative functioning. The Committee’s report will be placed before the House during the ensuing session for final approval.

MLAs Ninong Ering, Wanglin Lowangdong and Thangwang Wangham attended the Rules Committee meeting. Advocate General Indraneel Choudhury and Assembly Secretary Tadar Meena, Additional Secretary Agaab Mossang, Deputy Secretary Longman Ronrang and Under Secretary Kheto Lowang were also present.
