Post a protest rally, Boundary-Affected Forum submits five-point memo to Govt

Daporijo, Jun 1: The Upper Subansiri–Kamle District Boundary Affected Peoples' Forum (USKDBAPF) on Monday submitted a five-point memorandum to the Govt of Arunachal Pradesh, through the office of the Deputy Commissioner, Upper Subansiri, seeking immediate intervention on the ongoing boundary issue between Upper Subansiri and Kamle districts.

The memorandum was submitted following a massive public rally and protest organized by residents of several colonies located in the boundary-affected areas near Daporijo, including the Sigum Rijo, Dilidi Colony, Sinyik Colony, Power Grid Colony, Santi Colony, Lidu Colony, Veterinary Colony and PI Colony.

In its memorandum, the Forum demanded the immediate and transparent physical demarcation of the boundary between Upper Subansiri and Kamle districts through a lawful and mutually acceptable process. It also sought a review of Notification No. HMB(A) 175/2018 dated May 27, 2020, and called for the issuance of a corrigendum or fresh notification to address concerns arising from the alteration of the territorial understanding of the district boundary.

The USKDBAPF further demanded the construction of an official welcome gate of Upper Subansiri district at JNV Gate, near the Sigin River bridge, as a symbol of the district’s administrative identity and historical jurisdiction.

Another key demand was that the forthcoming Census 2027 in the affected areas be conducted under the supervision of the Principal Census Officer-cum-Deputy Commissioner of Upper Subansiri district to ensure accurate administrative records and demographic representation.

The memorandum also called for the constitution of a joint verification committee comprising representatives of the state government, the concerned district administrations, traditional leaders and affected stakeholders for field verification, survey and final demarcation of the district boundary.

The Forum stated that its demands were based on historical, administrative, legal and public considerations and appealed to the state government to safeguard the territorial integrity, administrative identity and public sentiments of Upper Subansiri district.

Reiterating its commitment to peaceful and democratic means of protest, the Forum urged the Govt to take necessary steps to ensure administrative clarity, harmony and justice for all affected communities.
