Efforts afoot to ensure planned and sustainable growth of Basar township and district headquarters region

BASAR, Jun 9: The Basar Planning Authority convened a crucial meeting under the chairpersonship of Deputy Commissioner-cum-Chairperson Basar Planning Authority-Leparada district, Himani Meena at the DC’s conference hall, Basar on Monday to review the Draft Master Plan for Basar township and the Comprehensive Development Plan for the district headquarters area.

The meeting was attended by local MLA Nyabi Jini Dirchi, Zilla Parishad Chairperson Nyamar Riba, Superintendent of Police Dr Thuptan Jambey, members of the Planning Authority, consultants and other stakeholders.

The meeting deliberated on long-term urban planning strategies, comprehensive land-use management, infrastructure development, and regulatory measures aimed at ensuring planned and sustainable growth of Basar township and the district headquarters region.

Highlighting her vision of developing Basar into a model district headquarters for the State, the MLA emphasized the importance of the ongoing town planning process in laying a strong foundation for the planned and sustainable growth of the region. She stressed that the proposed Master Plan should incorporate a comprehensive roadmap for the future development of Basar township and the district headquarters area, including a well-structured land use and distribution framework, provisions for anticipated urban expansion, and the earmarking of a dedicated corridor for a bypass road.

She noted that such forward-looking plannings are vital to promoting planned urban development, enhanced connectivity, and sustainable civic infrastructure.

Earlier, the DC reminded the house that the State government has extended ‘the Arunachal Pradesh Urban and Country Planning Act, 2007’ to Basar also, thereby enabling planned and regulated development of the township.

She highlighted key urban challenges, including traffic congestion, inadequate parking facilities, encroachment on public land, unauthorized constructions, and illegal earth-cutting activities, and underscored the importance of effective urban planning in addressing these issues.

Town Planner-cum-member secretary BPA, Tabom Tamut presented the statutory provisions, planning procedures, and developmental frameworks governing the preparation of the Master Plan and Development Plan.

Expert consultants also tabled key frameworks during the session.

Kaustabh Kurlekar of M/s Aakar Abhinav Consultant Pvt Ltd (Mumbai), presented the GIS-based Master Plan for Basar township, while Saurabh Gupta of M/s Twins Studio, Tinsukia outlined the detailed concept envisioning the comprehensive development plan of the district headquarters area through PPT.

The house ‘unanimously’ accepted the draft proposals submitted by the town planner-cum-member secretary and resolved to recommend them to the State Government for further notification.

Further, to prevent haphazard and unregulated urban growth, the Authority also resolved to impose restriction on new construction activities within identified Greenfield areas until the Development Plan is finalized.

The consulting agencies were also directed to expedite the completion of the planning process. It was further resolved that any building construction proposals within the planning area shall require prior layout approval from the town planner-cum-member secretary of the BPA. (DIPRO)
