ITANAGAR, June 19: Arunachal Pradesh Governor Lt Gen (Retd) KT Parnaik reviewed the State Finances Audit Report for the year ended March 31, 2025, during a meeting held at Lok Bhavan here on Friday.
During the review, Principal Accountant General Vanlal Chhuanga presented a detailed briefing on the state's fiscal position, compliance with Fiscal Responsibility and Budget Management (FRBM) provisions, overall financial health, and the status of action taken on audit observations and compliance reports.
After examining the Comptroller and Auditor General (CAG) report, the Governor expressed concern over recurring shortcomings in financial management and project implementation. He noted that Arunachal Pradesh's limited working season, combined with delays in project execution, often leads to a rush in fund utilization during financial year-end March, affecting both efficiency and outcomes.
Emphasizing the need for corrective measures, the Governor said effective financial planning should begin well before budget allocations are made. He observed that inadequate advance preparation results in the loss of nearly two quarters of the financial year.
The Governor advised all departments to prepare detailed plans and project proposals in anticipation of budget approvals, drawing on funding trends and past experience. Such preparedness, he said, would enable tendering and project execution to commence immediately after the release of funds.
He also stressed the importance of strengthening the Integrated Financial Management System (IFMS) through greater computerization and technology-driven monitoring to improve transparency, accountability and the overall financial health of the state.
Earlier, the Principal Accountant General shared his observation that while Arunachal Pradesh enjoys a comparatively healthy financial position compared to many other states, certain concerning trends continue to persist and require closer financial oversight and timely corrective action.
The meeting was attended by Commissioner to Governor Pawan Kumar Sain, Joint Secretary (Budget) Ikar Dirchi, and senior officials from the Accountant General's Office, Budget Department and the Governor's Secretariat.
