YUPIA, Jul 10: The Papum Pare District Administration (DA), in collaboration with the All Nyishi Youth Association (ANYA), Papum Pare Unit, and the Yupia Youth Association (YYA), has resolved to intensify efforts to curb illegal encroachment and unauthorized occupation of government land and residential quarters.
The decision was taken during a meeting chaired by Deputy Commissioner Lobsang Tsering at the DC Conference Hall in Yupia on Friday. The meeting was attended by representatives of ANYA (Papum Pare Unit), YYA, Additional Deputy Commissioners of Sagalee and Kimin, the Circle Officer of Balijan, the District Land Records and Settlement Officer (DLRSO), heads of departments and officials from various Govt departments.
The participants discussed the creation of a comprehensive database of Govt land allotments, residential quarters and cases of unauthorized occupation by both government employees and private individuals. Mechanisms for monitoring and safeguarding government assets were also deliberated upon.
Addressing the meeting, the Deputy Commissioner said coordinated efforts between the administration and stakeholders could significantly reduce encroachments on government land and public assets.
He informed that the government has adopted a stricter approach by linking the issuance of No Objection Certificates (NOCs) and vigilance clearances with service-related benefits such as promotions, Modified Assured Career Progression (MACP) and retirement benefits. He added that several government employees had already faced delays in availing such benefits due to unresolved cases of unauthorized occupation of government quarters.
The DC directed all heads of departments to ensure that employees under their control refrain from encroaching on government land or illegally occupying government quarters. He also warned that officers who knowingly ignore such violations by their subordinates could face action under the Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act and other applicable rules.
ADC (HQs) and Estate Officer Tame Yajum informed that Joint Inspection Teams would be constituted to verify cases of encroachment. The teams will be headed by the administrative officer of the concerned jurisdiction and include representatives of the district administration, ANYA and YYA to ensure transparency.
She also urged representatives of the youth organisations to familiarise themselves with the provisions of the Public Premises Act and informed that the demarcation of the Yupia district headquarters had been temporarily suspended due to a shortage of funds.
ADC Sagalee Kipa Raja stressed the need for scientific mapping of Govt land and quarters through a digital inventory incorporating geo-coordinates, geo-tagged photographs and boundary records.
ADC Kimin Ocean Gao and Balijan CO Pura Rallo also apprised the meeting of encroachment-related issues in their respective jurisdictions and assured full cooperation in the proposed verification and documentation exercise. Representatives of departments including PHED, RWD, Health, Education and Power also assured support in safeguarding government properties.
ANYA Papum Pare Unit president Likha Robin, YYA president Tana Tako and general secretary Teshi Ramesh expressed concern over the increasing instances of illegal encroachment and unauthorized occupation of Govt quarters. They urged the administration to take firm action against violators irrespective of status and emphasised the need for proper documentation of all government assets.
The meeting concluded with a collective resolve by the district administration, Govt departments and the two youth organisations to work together through regular inspections, proper documentation and strict enforcement of legal provisions to protect government land and public assets. (DIPRO)
