ANINI, Aug 11: An orientation training programme for newly appointed members of the Child Welfare Committee (CWC) and Juvenile Justice Board (JJB) of Dibang Valley district was held at Anini on Tuesday to strengthen their understanding of the juvenile justice framework and statutory responsibilities.
The training focused on enhancing the capacity of the newly appointed members to effectively deal with matters concerning Children in Need of Care and Protection (CNCP) and Children in Conflict with Law (CCL) in accordance with the Juvenile Justice (Care and Protection of Children) Act, 2015, and rules and guidelines issued thereunder.
Among the resource persons were T Tallong, Principal Magistrate-cum-JFMC, who spoke on the judicial and legal aspects of juvenile justice; T Khinlong, OC-cum-In-charge, Special Juvenile Police Unit (SJPU), who explained the role of police and the SJPU in cases involving children; Advocate Oki Mihu, Legal-cum-Probation Officer, DCPU, who elaborated on legal procedures and probation services; and D Linggi, District Child Protection Officer (DCPO), who briefed participants on the functioning of the CWC, JJB and District Child Protection Unit (DCPU).
The resource persons stressed the need for a child-friendly, sensitive and rights-based approach while dealing with children. Participants were also sensitised on proper documentation, timely disposal of cases, inter-agency coordination and safeguarding the best interests, dignity, safety and rehabilitation of every child appearing before the CWC and JJB.
The programme concluded with an emphasis on sustained coordination among the CWC, JJB, DCPU, SJPU, police, legal services and other stakeholders for effective implementation of the Juvenile Justice Act and protection of children's rights and welfare in the district.
